While a data aggregator might physically collect data, the Tech Company (as the Data Controller in GDPR terms) retains the ultimate responsibility to ensure that any data they source—whether scraped themselves or bought from an aggregator—was collected lawfully before feeding it into their model. So, the correct answer should be B- The Tech Company.
