I believe B. Network is the most fitting answer as it ALWAYS includes a connectionless protocol (IP). C. Transport CAN include a connectionless protocol, but also connection-oriented (TCP).
Network → ✔ Correct. Layer 3 can use connectionless protocols like IP (Internet Protocol), which sends packets without establishing a session or guaranteeing delivery.
The keyword here is *can*, and Transport layer *can* use either connection or connectionless. Question 299 is nearly identical, but asks for something that *does* use connectionless, which has the correct answer being Networking Layer. CompTIA needs to stop hiring sadists to write their questions.
Network layer only does connectionless whereas Transport layer does both connection and connectionless. Typical comptia question trying to make it confusing for no reason.
The Transport layer (Layer 4) can use either connection-oriented protocols like TCP or connectionless protocols like UDP for data transmission.
