C is incorrect because, This is incorrect. QoS manages performance and resource allocation for workloads running on the cluster. If a server pool is empty, there are no workloads to manage, and the QoS functions for that specific pool are not active.

4 answers are true here. I think it's an old question because support for administrator-managed instance is added from 12.2 ( answer D). In 19c BCDE are true
