If the question asks about values or goals → Advocacy / Equity Planning (C)
If the question asks about approach or process used → Transactive Planning (B)
When two answers seem plausible:
Read the verb carefully. “Utilized” or “employed” → process/method → Transactive.
“Promoted” or “advocated for” → philosophy/value → Advocacy/Equity.
Bottom line:
Historically and academically → Krumholz = Equity/Advocacy Planning
Exam phrasing (“utilized”) → may favor Transactive Planning as the process he applied.
