This question is rather outdated. I think the Login History is under Identity setup group now, instead of Manage Users. It would be very helpful if a question can be tagged with latest exam time. Many of the settings have been changed and this causes a lot of confusion and wasted people's time to find out.

the question is "why" a user is not able to log in. does login history tells him why? No i think. it tells about if he's able to login or not. but not tells why. it is tricky.

I would also go to profil, to check the Ip range and logging hours set for that particular profil

You can go to the user's profile setup > users > select user > scroll down to see login history. So why is C incorrect?

I believe that page is the User's page mentioned in A, which is accessed through the setup. User's profile is the page that end users can see where the photo, user data, chatter and related groups, files, followers, etc. can be seen.
