In FortiOS 7.6, “Lowest Cost (SLA)” can be configured either with or without load balancing, unlike older versions where load balancing was mandatory. Therefore, options A, B, and D are valid strategies in SD-WAN rule member selection.

A. Lowest Cost (SLA) without load balancing: This option is invalid because SD-WAN rules typically require load balancing to distribute traffic efficiently.
ABE, When you select Best Quality the "Load Balancing" toggle disappears from the UI. When you select Lowest Cost (SLA) you can choose to enable or disable load balancing.
