Option "C" is incorrect! Note in the image that HA mode is manual mode, there will be no failover. Option C would be correct if it were HA with VRRP.
I believe the correct option is D.
The time it takes for a FortiManager (or FortiGate) HA cluster to detect a failure and initiate a failover is calculated by multiplying the Heartbeat Interval by the Failover Threshold:$$\text{Failover Detection Time} = \text{Heart Beat Interval} \times \text{Failover Threshold}$$Using your values:$$\text{Failover Detection Time} = 10 \text{ seconds} \times 30 = \mathbf{300 \text{ seconds}}$$Since 300 seconds is equal to 5 minutes, the failover would occur if the primary unit failed to send heartbeat packets for 5 minutes.
