you cannot use Static Activate because Aruba Activate uses device.arubanetworks.com to connect. It is clearly stated only *.central.arubanetworks.com is allowed here. Therefore you need to use Full Setup mode. Full setup mode at least asks you to configure the country-code , so the answer must be B
