I don't understand why B would be the answer as it is stated that mass production cannot happen until after certification. Assessing and evaluating won't change that fact. You simply cannot start production until after certification. A is best.

C in my view. As it says must obtain and 6 months is more than 3 months. SO what is left to assess. Should go for option that will get teh cert in required time. Not clear why it is not C.
