Both TCP/IP and OSI have a network layer whose primary function is addressing and routing packets across different networks in a universal way.
In TCP/IP, this is the Internet Layer (IP).
In OSI, it’s the Network Layer.
Both are responsible for end-to-end delivery regardless of the underlying physical network.
A voting comment increases the vote count for the chosen answer by one.
