I found the reference for you in DMBOK2, Chapter 2.1.2 – Develop a Roadmap. The text explains how to build a business-data-driven roadmap: It starts with the business capabilities that are most independent (least data dependencies). It proceeds step by step through dependent capabilities, forming a data value chain. Dependencies must be resolved in sequence (resequencing if needed). Final step → The roadmap establishes the sequence of projects that will be implemented to build the data value chain

On page 112 in DMBok 2 it states that "A business-data-driven roadmap starts with the business capabilities that are most independent (i.e., have the least dependency from other activities), and ends with those who are most dependent on others. Dealing with each business capability in sequence will follow an overall business data origination order."
