The text explains how to build a business-data-driven roadmap:
It starts with the business capabilities that are most independent (least data dependencies).
It proceeds step by step through dependent capabilities, forming a data value chain.
Dependencies must be resolved in sequence (resequencing if needed).
Final step → The roadmap establishes the sequence of projects that will be implemented to build the data value chain
