Explanation
In a Kimball dimensional warehouse, dimensions (e.g., Customer, Product, Date) should be conformed so they can be reused across fact tables and subject areas.
The risk is that, without governance, duplicate or inconsistent dimensions get created (e.g., multiple "Customer" dimensions with different keys/definitions).
The best control mechanism is to have approval and governance processes in place early — during the requirements and design phase — to enforce reuse of conformed dimensions.
Waiting until after testing/implementation (Option A) is too late, because duplication would already be baked into the design.
In Kimball’s approach, dimension conformity = enforced through early governance in requirements & design.
