The Montreal Protocol is an international treaty aimed at phasing out substances that deplete the ozone layer. CFCs were among the first chemicals targeted due to their very high ozone depletion potential (ODP). By January 1, 1996, the production of most CFCs was banned in developed countries. HCFCs were allowed as transitional substitutes but are also being phased out later. HFCs do not deplete ozone but have high global warming potential, and thus are targeted under separate climate agreements, not the Montreal Protocol’s original phaseout.
