Halocarbon Clean Agent were made to absorb heat vs Inert Gas which drops the oxygen in the room. Pressure relief will be much more necessary for Inert Gas vs. Halocarbon. CO2 will leave a residue, may damage the equipment and is very problematic for regularly occupiable spaces. Halon 1301 is phased out due to environmental concerns. The way this is written it's almost like it could be either of the clean agents, but given the less impact on pressure of the room and cooling effect, I tip my hat to Halocarbon.

IT server rooms with ventilation and over-Pressure relieve systems are protected by Inert clean agents compared to Halocarbon clean agents... CO2 will potentially damage the IT equipments for fire suppression. In this case, option B seems suitable.
